Abstract
This paper examines the transformation of language education policy in Vietnam from viewing English as a foreign language to conceptualizing it as a second language in the context of deepening international integration. Drawing on qualitative policy analysis, the study analyzes key policy instruments, including Resolution 71-NQ/TW of the Politburo, Decision 2371/QĐ-TTg, and implementation plans issued by the Ministry of Education and Training for the period 2025–2035, with a vision to 2045.
Informed by multi-level policy analysis and international experiences, the paper proposes a set of policy recommendations, including strengthening the legal and institutional framework, promoting the application of digital technologies and artificial intelligence in teaching and learning, enhancing teacher capacity, expanding public–private partnerships in education, and ensuring equitable access across regions.
The study contributes to the literature by conceptualizing Vietnam’s language education reform as a policy paradigm shift within a developmental governance framework. The successful transformation of this policy model is expected to contribute significantly to enhancing the international competitiveness of Vietnam’s human resources and supporting sustainable integration into the global economy.
